Key takeaways
- Whitespark surveyed 47 local search experts on 187 ranking factors across eight signal groups for the 2026 edition, published November 6, 2025.
- Primary GBP category is the top-scored local pack and Maps factor, followed by proximity to the point of search and keywords in the Google Business Profile title.
- Business hours entered the survey as a new factor and landed at fifth place, ahead of high numerical ratings and address visibility on the profile.
- Review signals and behavioral signals grew in importance compared to the 2023 edition, while on-page, link and citation signals declined.
- The 2026 survey added an AI search visibility category for the first time, asking experts which signals affect visibility in AI responses rather than classic local pack ranking.
Every few years, Whitespark asks a room of local search practitioners to score hundreds of possible ranking signals, then publishes the aggregate as the industry’s closest thing to a consensus on what actually moves the local pack. The 2026 edition, published November 6, 2025, surveyed 47 experts on 187 factors, and its top line is not a single new trick, it is a reshuffling: review and behavioral signals climbed, on-page and link signals slipped, and a factor that did not exist in earlier editions walked straight into the top five.
What the survey asked
Whitespark’s methodology has stayed consistent across editions: recruit working local SEOs and agency owners, then have them individually score each of 187 ranking factors from 0 to 5 across four impact areas. Three of those areas are established: local pack and Maps impact, local organic impact, and conversion impact. The fourth is new for 2026: AI search visibility impact, covering how likely each factor is to influence a business’s visibility in AI responses rather than its ranking in a traditional pack. Scores are summed across all 47 respondents, and factors are ranked within eight signal groups, Google Business Profile, review, on-page, link, behavioral, citation, personalization and social signals, by their resulting point total. This report sticks to the point totals and rankings Whitespark itself publishes, since the site did not confirm a breakdown of group weight percentages in text on its own report page.
The top 10 local pack factors
Primary GBP category leads the 2026 table, with proximity to the point of search and keywords in the Google Business Profile title close behind. The next entries tell the more interesting story: a physical address inside the city being searched from outranks a business simply being open at the time of the search, which is itself a brand-new factor for this edition and still landed in fifth place, ahead of star ratings and profile-address visibility.
| Rank | Factor | Point total |
|---|---|---|
| 1 | Primary GBP category | 227 |
| 2 | Proximity of address to point of search | 225 |
| 3 | Keywords in the GBP business title | 223 |
| 4 | Physical address in the city of search | 213 |
| 5 | Business is open at the time of the search | 189 |
| 6 | High numerical ratings (4 to 5 stars) | 181 |
| 7 | Address shown on the GBP listing | 176 |
| 8 | Additional GBP categories selected | 173 |
| 9 | Quantity of native Google reviews | 170 |
| 10 | Proper map pin placement | 165 |
Whitespark also flags big movers. Predefined Services, a GBP feature, jumped from 81st place in the 2023 edition to 22nd for 2026, and Keywords in GBP Services rose 75 places, from 110th to 35th.
What changed since the 2023 edition
Whitespark describes review signals and behavioral signals as the two groups that grew the most in perceived importance between the 2023 and 2026 editions. Whitespark describes behavioral signals as click-through rate, mobile clicks to call and dwell time, while review signals cover first and third party reviews, review quantity and review velocity. Against that, Whitespark reports on-page signals, link signals and citation signals all pulled back, with citations continuing what the report calls a downward trend across several consecutive editions. None of that means those signals stopped mattering, ranking factor surveys measure relative weight among practitioners, not a fixed formula, but it does mean the group of signals a local SEO can influence purely through content and links carries less relative weight in 2026 than it did three years ago.
The new AI search visibility category
For the first time, the 2026 survey asked respondents to score every factor a second way: how likely is it to affect whether a business gets surfaced in an AI-generated answer, rather than a traditional local pack. Whitespark reports that the factors experts rated highest for AI visibility skew toward being featured in expert-curated lists, having a strong presence on third-party review and directory sites, and the quality of unstructured citations, rather than the GBP-centric signals that dominate the classic local pack table above. That is a distinct ranking, not a reweighting of the same one, and treating it as interchangeable with local pack advice is the most common misreading of this year’s report.
The evidence
- Period
- November 2025
- Sample
- 47 local search experts, 187 ranking factors
Method: Whitespark invited 47 local search practitioners to complete a two-hour survey scoring 187 ranking factors from 0 to 5 across four impact areas: local pack and Maps impact, local organic impact, conversion impact and, new for 2026, AI search visibility impact. Individual factor scores are summed across respondents to produce the point totals used to rank factors within each of the eight signal groups (Google Business Profile, review, on-page, link, behavioral, citation, personalization and social signals). This report cites only the factor names, point totals and directional changes Whitespark itself publishes; it does not restate any group weight percentage that was not confirmed on Whitespark's own page.
